Local ownership
Data ownership remains with the originating agency or organization. It is never seized by the hub or the vendor.
Human authorization
Consequential actions — citations, alerts, escalations — require an authorized human decision, on the record.
CJIS alignment
Access controls, retention, and audit are designed to align with CJIS policy and agency retention schedules.
Immutable audit
Every query, view, action, and export is logged. Reviewable by administrators, exportable for oversight.
Role-based access
Strict RBAC scopes what each role can see and do. No blanket access. No shadow data.
Oversight boards
Regional representatives — sheriffs, chiefs, COGs — govern shared-services decisions.
Boundary
Public authority vs. private property rights.
Public sector
Lawful enforcement, with oversight.
Government agencies exercise lawful enforcement authority subject to applicable law, agency policy, due process, constitutional protections, and human oversight.
Private sector
Property, policy, and contract.
Private organizations use the platform to manage access, parking, safety policies, contractual rules, fleet policies, and protection of their own property and assets — not to exercise police powers.
